Santon Bridge Village Hall - Consultation
Residents of Irton with Santon Parish and regular users of Santon Bridge Village Hall facilities are being contacted to consult about plans to change the constitution of the charity "Santon Bridge Institute" to enable the transfer of operations and property to a new charity called "Santon Bridge Village Hall". "Santon Bridge Village Hall" has been set up to operate as a Charitable Incorporated Organisation (CIO) with a standard form of constitution for village halls approved by the Charity Commission.
The "Santon Bridge Institute" is registered with the Charity Commission with a constitution based on a Lease and Trust deed dating back to 1935. The Lease and Trust deed grants use of the hall as a reading room and club to the parish of Irton with Santon and residents within a 5 mile radius of the hall. It is many decades since this description ceased to be an accurate reflection of the activities that actually take place in the hall.
When the freehold of the village hall was purchased in 2018 one of the key aims was to be able to update the constitution to reflect the use of the facilities as a village hall rather than as a reading room and to become a CIO rather than a trust.
The Charity Commission has advised that in order to progress in that aim the trustees of "Santon Bridge Institute" should apply to them to amend its objects / purpose to match those of the CIO "Santon Bridge Village Hall". The objects of the CIO are:
To establish and run a village hall and to promote for the benefit of the inhabitants of the Parish of Irton with Santon, Holmrook, Cumbria (‘the area of benefit’) without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions, the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances, or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants.
At the same time, the trustees of "Santon Bridge Institute" will apply to the Charity Commission for permission to transfer the operations and property to the CIO and will eventually close the charity registered as "Santon Bridge Institute". The objects or purposes of the CIO reflect the current usage of the hall, however for the Charity Commission to approve the amendment to the "Santon Bridge Institute" and permit the transfer of property they require this consultation to take place to determine if the beneficiaries of the facilities support the application.
